Realising the importance of tourism in stimulating the economic development of the state, the Government of Kerala declared tourism as an industry in 1986. Today tourism is Kerala's boom industry and one of the fastest growing, high income and employment generating sector. Constant efforts are on to promote Kerala abroad and marketing strategies are being evolved along with new and exciting tourism products. Blessed abundantly by nature, Kerala, God's Own Country has a breathtaking array of beaches, backwaters, hill stations, waterfalls, monuments, art forms and cultural attractions. In order to make these destinations accessible and more tourist friendly, the State Department of Tourism is taking steps to improve the facilities and infrastructure at these places. It has been decided that setting up of amusement parks, recreation centres and handicrafts emporia at destinations with tourism potential shall be given priority.The private sector too has a major role in the promotion of tourism in the State. To encourage more private participation in the development of the industry, the State Government has declared various attractive incentives and subsidies to investors.As per G O (P) No. 224/86/GAD dated. 11.07.1986, Amusement Parks, Recreation Centres and Exclusive Handicrafts Emporia approved by the Kerala State Department of Tourism are eligible for financial concessions/incentives. Amusement Parks include amusement parks, theme parks, children's parks or water parks.Recreation Centres include swimming pools, children's play grounds, gardens, golf courses, water sports, boats, indoor/outdoor courts/stadiums, auditoria etc.

Exclusive Handicrafts Emporia include centres which exhibit or sell crafts and art forms of the state such as metal works, carving, jewellery, embroidery, clothes, pottery, articles made of shells, stones, wood, bamboo, coffee stem, tea root, souvenirs, paintings, sculptures etc.

Other units conforming to the prescribed quality standards can also be considered for concessions and incentives.

* The scheme of approval is restricted to those centres which are located at the 24 tourist centres defined in the Destination Kerala Scheme of the Department of Tourism, Government of Kerala.

How to apply for approval

If you have a feasible proposal for setting up an amusement park, a recreation centre or a handicrafts emporium in Kerala, rush your application in the enclosed format to the Directorate of Tourism for
approval. The application shall be made in quadruplicate.

Documents to be enclosed with the application

Project report establishing the feasibility of the proposed centre and describing the amenities to be provided at the centre.

Suitability of the proposed project site. This will be based on accessibility and basic infrastructure like water supply, electricity and other communication facilities.

Permit from the local authority with copy of the approved plan and proof of ownership of land.

Ownership details:

i. Name and business antecedents of the promoters

ii. Proposed ownership structure giving full details as to whether the new undertaking will be owned by individual(s) or a firm or a company.

iii. Estimated cost of the project and the manner in which it is proposed to raise funds to meet the cost.

A detailed site sketch showing the location of the project with respect to the nearest major transportation network.

Application fee

Your application should be accompanied by a fee of Rs. 5000/- for an amusement park, Rs. 2000/- for a recreation centre and Rs. 1000/- for a handicrafts emporium, in the form of a Demand Draft favouring the Director, Department of Tourism, Government of Kerala. The fee is not refundable whether the project is approved or not.

Project appraisal

Every project will be meticulously appraised by the special committee constituted for the purpose.

Financial incentives offered to approved projects

Investment subsidy limited to 10% subject to a ceiling of Rs. 10 lakhs.

Support to avail loans from state financial corporations.

Concession in electricity charges.

Guidance and publicity support from the State Government.

How to get approval for your Ayurvedic Health Holiday Centre and avail of the Government's financial incentives.

 

Today Tourism is Kerala's boom industry. In a little over a decade this industry has become one of the fastest growing, high income and employment generating sectors in the State. Constant efforts are on to promote Kerala abroad, and marketing strategies are being evolved along with new and exciting tourism products.

One such product that has become popular among international and domestic tourists alike is the traditional health care system of Kerala - Ayurveda. Ayurveda, as we know, is most effective during the Monsoon which is traditionally the low tourism season in Kerala. However, with the growing popularity of health holidays it makes great sense to convert the Monsoon into prime season. This will not only help increase tourist arrivals but also establish the fact that Kerala is a land for all seasons.

The popularity of this unique product makes it absolutely necessary that more centres with outstanding facilities and quality standards come up in this field all over the state. In fact, such a trend has already begun. Which is why the State Government has decided to assist and encourage promoters of Ayurvedic health holidays who maintain stringent quality standards.

The gaining popularity of Ayurveda, however, poses a growing possibility for misuse which can lead to a backlash. To forestall any such misuse and maintain a uniformity of practice, the State Government has prescribed certain standards for all Ayurveda centres. These standards will be ensured by a system of strict appraisal before granting approval for the units. This process will also curb the mushrooming of unauthentic centres.

The Government has also declared a policy by which various attractive financial incentives will be given to these approved Ayurveda centres.

Requirements for approval of projects

Equipment : Massage table and accessories : 7 ft. x 3 ft. (made of fibre glass/good quality wood) Gas or electric stove Medicated water facility for bathing and other purposes Labelled medicines from approved licensed manufacturers Auto Clave
Additional facilities: Mud bath facility Facilities for exercise to keep body fit Yoga hall Infra red lamp Sauna bath equipment Spinal bath and sit bath equipment
Room for meditation Standard accommodation facilities.

Technical personnel: Masseurs: At least 2 nos. (one male and one female)

These masseurs must have sufficient training from Kottakal Arya Vaidyasala, Kerala Ayurveda Pharmacy, Arsha Yoga Vidya Peetam - Coimbatore or any other similar institution recognised by the Government.

Consultant physician: At least one with a recognised degree in Ayurveda.

Chambers for massage or treatment: 2 nos. (one for males and one for females).

 How to apply for approval

If you have a feasible proposal to set up an Ayurvedic health holiday centre/resort for tourists or

have a centre that is already functional, rush your application in the enclosed format to the Directorate of Tourism for approval. The application shall be made in quadruplicate.

 Documents to be enclosed with the application

A project feasibility report describing the amenities to be provided at the centre, mentioning any special or distinctive feature and indicating special treatment facilities.

Suitability of site selected for the construction of an Ayurveda centre intended for use by foreign tourists: Accessibility from airport/railway station/shopping areas etc. which would make it a convenient location An environment that is not crowded, noisy, unhygienic etc.

A certificate from the concerned local authorities permitting the construction of an Ayurveda centre under the prescribed land use.

Blue prints of the sketch plans of the project (including front and side elevation) indicating the area with dimensions of the rooms/bathrooms, public rooms etc., duly signed by the architect and the promoter.

Ownership details

iii. Estimated cost of the project and the manner in which it is proposed to raise funds to meet the cost.

The Department has prescribed regulatory conditions to be abided by promoters of approved projects. The promoters should furnish the acceptance of these regulatory conditions in the prescribed format.

 Application fee

Your application should be accompanied by a non refundable fee of Rs. 2,000/- in the form of a Demand Draft favouring the Director, Department of Tourism, Government of Kerala.

Project appraisal
