Guidelines

Department of Tourism, Government of Kerala has introduced a 'Revolving Fund' project for disbursing interest-free loans to help its employees and small-scale entrepreneurs in the tourism sector who have been hit by COVID-19-induced financial crisis. The scheme will be implemented through Kerala Responsible Tourism Mission

Project Summary
  • The loans under the Revolving Fund will be free of interest, and no security is needed to avail the same.
  • The maximum loan amount given to an individual will be Rs. 10,000.
  • The government has earmarked a total of Rs. 10 crore for the Revolving Fund project.
  • Members of any registered organisations in tourism sector / those who are or were employed in the tourism sector / units registered under Kerala RT Mission will be eligible for the loan.
  • The loan applications should be submitted online to Director, Tourism Department.
  • The loan amount will be sanctioned on the basis of the scrutiny and judgement made by a committee appointed by the government.
  • The loan will be disbursed on a first-come-first-served basis.
  • The beneficiary of the loan should give an undertaking, regarding repayment of the loan amount, on a stamp paper worth Rs. 200, as instructed in the Government Order.
  • The loan need not be repaid for a year w.e.f. the date of disbursement of the amount. Upon completion of moratorium period, the amount may be repaid within three years as instalments.
  • New loans will be given to a beneficiary in proportion to the repayment of the previous loan.
  • The validity of the project will be for five years, from the date of issue of the Government Order concerned.
  • Loan amount will be disbursed through Kerala Responsible Tourism Mission.
  • In case of default in payment, the Kerala Responsible Tourism Mission will have the legal right to extract the interest accrued on the sanctioned loan.

Who can apply?

Category 1
Those who are or were employed in tourism enterprises, which are members of Kerala Travel Mart Society or any other recognised (registered) tourism organisations. The tourism enterprises include tour operator companies, travel agencies, tourist taxis, tourist buses, sikharas, houseboats, hotels, resorts, restaurants, Ayurveda centres, homestay, service villas, amusement parks, farm tourism and adventure tourism sectors in Kerala.

Category 2
Those working in accredited micro enterprises, art organisations, martial arts organisations and handicrafts agencies under the aegis of Responsible Tourism Mission.

Category 3
Tour guides who are members of recognized organizations and also have Kerala Tourism / India Tourism license.

Documents Required

Category 1
A copy of the applicant's Aadhaar card. If Aadhaar card is not available, Voter’s ID, PAN card, passport, ration card or Bank passbook (carrying a photograph).
A certificate from the owner of the institution concerned, stating that the applicant had worked or is now working in it. (Download Format)
An affidavit from an accredited tourism organisation stating that the said institution is a member
or
a copy of the certificate attesting the membership of the institution in the organisation
A copy of Bank account passbook of the applicant.

Category 2
A copy of the applicant's Aadhaar card. If Aadhaar card is not available, Voter’s ID, PAN card, passport, ration card or Bank passbook (carrying a photograph).
A certificate issued by either the State Coordinator of Responsible Tourism Mission, District Coordinator or Destination Coordinator (Download Format).
A copy of Bank account passbook of the applicant.

Category 3
A copy of the applicant's Aadhaar card. If Aadhaar card is not available, Voter's ID, PAN card, passport, ration card or Bank passbook (carrying a photograph).
A copy of the applicant's valid guide licence.
A copy of Bank account passbook of the applicant. A copy of the certificate to prove membership in the registered organisation (Download Format).
